It is the one the ordinary tamil typewriter has.
Because most of the government staff trained and certified by

Had a conversation with Parimala of
our office on the Remignton typewriter layout.
The layout at:

is mostly correct representation of Tamil remington keyboard.
Some of the incorrect representations include:
"A" key (shift+a) should represent ?? (RA) as in ???? (puRA = pigeon)
"Z" key (shift+z) should represent ?? (NA) as in ????? (aNNA = elder brother)
Parimala has defined each of tamil character key in the
Remington typewriter layout in the attached file.
First column is the actual Tamil characters starting from
a, A, i, I ..... to Sri plus a few symbols (313 tamil chars + 9 symbols).
The second column is the
keystrokes in an Engish keyboard that need to be pressed
to get the column one tamil character or symbol.
(tamil chars in unicode) There are 4 characters for which
we are unsure about the keystrokes. They are indicated
according in the file. Will confirm later.

ps: One issue that needs to be solved
in this layout is that the order in which
keystrokes are to entered is different from
the order in which it gets represented in Unicode.
eg: for ?? *mi* ? (i)+?(ma) is keying order in remington layout
requirement, whereas unicode text has to be stored as
?(ma)+? (i).
