There's an effort by one team of developers. You can find it at
http://gnukhata.gnulinux.in. I haven't tried it for sometime now. It
wasn't stable when I last checked. But, they have released a stable
version since.

in fact at a recent meeting in Mumbai this was demoed and got a good
reception. (It is one of the few Financial Accounting packages available in
several Indian languages including tamil)
