[Ilugc] TN Govt says "No" to Linux - issues new tender

Government's policy can be challenged in Courts. Recently, the hon'ble
Supreme Court issued notice to TN Govt on the freebies as promised in the
election manifesto.

The judgement has come in this case in favour of the govt.

The above link mentions clearly that the Hon'ble Court issued noticed just
yesterday. How come the Court went infavour of Govt?
