That user's PC has virus which is disruption the network, but only Linux
machines cannot browse.
If this is the case then this is some new kind DOS attack targetted at
linux machines by infecting windows machine :-) !! More plausibily,
when linux encounters an address conflict it shuts up but when you are
on windows it ignores the conflict and is chatty as usual!
Really, I think you should change ISP!
