RHEL 3 WS doesn't have this pkg.
You can download it from elsewhere - other redhat versions will have it.
Or you can download the sendmail source for that version from
ftp.sendmail.org and then build a mc using the redhat supplied
sendmail.mc [edit the path in sendmail.mc where it looks for include
files though, first]
