Awesome if you can help out. The funding is approved
and the donor (he is a New York mutual fund manager)
is used to fast execution.

Need to get the plan in place and then we can start.
From prev experience it usually takes next 6 months to
complete the project.

  
well, 6 moths seem like a long time to me to deploy a project of this 
scale :)
Our first priority is to get a cost estimate to the
donor for the machines. For this we should get
estimates from both branded pc like HCL and unbranded.
If difference is small (say upto 10%)  then I would
prefer branded.
  
 From my experience I would certainly recommend using branded ones, 
unless price is a big constraint, reasons being manyfold. We use mix of 
both kinds here , and I am highly satisfied with the branded ones in 
terms of quality, reliability,  service etc.
We use branded dell machines and assembled PCs from local vendors.  As 
you might already be aware, dell offers competitive prices.

For high end desktops, the price difference was less than  5K, and I am 
positive, for low ends, its going to be narrower.  Let me get you  both 
quotes, and then you could make a decision.
