[Ilugc] [OT] GNU/Linux - CD Maintainers / Area

At least now we *NEED* a WIKI. Why should we be asking others to
add/update the ilugc website. We can just go and edit if it's a wiki.
People can add their contact info if they are willing to distribute
the CDs at any time. (otherwise they should mail the respective
persons or post in the mailling list). Bring technology in!
I agreee with sridhar. ilugc do need a wiki instead of the static pages.
