[Ilugc] Moin-Moin setup help..

Hi,
configured moin based on the install docs. When I try to access the wiki
the web server is throwing a 403 Forbidden error.
webserver needs write permision in the data directory of moin. Also
needs exec permission for moin.cgi
the data directory has write permission and moin.cgi has exec permission
set to others. But still it the same error. I even changed the ownership
to apache now, still with the same result.
