[Ilugc] ILUGC in wikipedia

wikipedia is not meant for advertisement - please remove this and add  
a paragraph in the foss in India page


Since it is only a stub article the article is marked for deletion. If
we could bring up content and relevant internal and external
references on wikipedia we can get it through to wikipedia. ILUG-Delhi
is already is on wikipedia and I believe ILUGC deserves to be there
too.

please go through wikipedia policies and see why it is not correct to  
do this
