I don't think what you want is possible in the most general case.
Unicode specifies only an encoding which encompasses most (all?) known
scripts in the world. How these characters are rendered will still
depend upon the font used (and if the source document's specified font
is not available on the destination computer, weird stuff will be
rendered).
PDF format addresses this by having a font-embedding system, which
allows fonts to be shipped along with the document, at a size penalty.
