My friend in Adyar used to have somesuch similar "catch" with his
cable ISP. The problem is that these ISPs use a network HUB (of
course they cannot afford a switch) and when there are more than three
people willing to subscribe, they happily put all of them on the same
hub resulting in a slower Internet experience.
