[Ilugc] Got it to work - Touchtel/Airtel DSL, DynaMite USB modem and PPoA

I got my DSL account working under Linux finally.  The modem that I have is a
USB only one using the Alcatel chipset similar to speedtouch.  RH 9.0, kernel
2.6.9.  I can help if anyone needs to do this for themselves.  Will prompt me to
write it up ;-)
