i dont think you should conclude regarding the entire Indian Education scenario
from ur facts about anna university
as far as some of the proprietary softwares are concerned m$ and some other
products are free for anna university and affiliated colleges as per some
recent pact. so while preparing the syllabus those might have been in there for
consideration, i guess
[but i do agree there is very little encouragement for open-source and
non-windows products]
