Normally, a tender document should put out the specifications --- not
a commercial brand that is supplied by only one company. Government
departments over the years have found ways to subvert this system. In
this particular case, they will say that a number of different
"vendors" exist.
I agree. In fact, even without naming a vendor in the tender, there still are
ways to 'prefer' a certain vendor over others by putting in arbitrary
'requirements' for the purchase.
IMHO, an active press involvement might help correct this favoritism, besides
of
course, directly communicating with the decision makers for the SC.
For software, there might be a possibility of arguing to favor the most common
platform over most open but as far as hardware is concerned I don't see why
Indian laptop manufactures are being shafted in the tender.
