If you created the script file usint ctrl-p (make sure the script
buttons box is checked), you should be able to do the following:
 
Copy the generated script file into the new working (physical)
directory.
Open the new board file and go into the Setup-Contraints-Spacing Rules
Set-Set values window
Go into the script command, browse to the place where the script file
was copied to and replay
 
It should load in the name of the constraint set name with all the
values.

        You could try the following :
        
        Open up the Constraint set :
        Setup > Constraints 
        Spacing rules Set > Set Values
        
        Browse to the Spacing set name you wish to copy..   
        press  "CTRL + P"
        This will launch the Print Spacing Rule Set GUI
        Save the constraint to a Script (File Script Format) or to File
*.txt format
        
        It will create the following SCR file :
        
        #Allegro form script for form: Spacing Rule Set    Etch Spacing
Values
        #    WARNING: THIS IS FOR REFERENCE PURPOSES, MAY NOT REPLAY
