I don't understand this.  I'm running v15.1 and v14.2 and my drc uses the
drill size in the absence of a pad, automatically.  I do the same as you
with undersize or null pads.

  I am beginning to see traces to NPTH that are not being flagged as DRC's
until the trace violates the setting for line to pad.
As we have designed most of our NPTH padstacks, pad size well under the
drill hole size we have found only through a visual inspection that we are
encroaching the drilled area.
Is there a parameter that needs to be set that I have over looked ?
