I guest there is no simpel answer, it properly depends on your needs.
 
Allegro 15.x is a god tool but also a little complicate to learn, I don't know 
much about expedition, but I will learn more this autumn.
One think I will say about allegro is:
Use millimeters for everythink. Mil is outdated and only used because that what 
people use to do.
Uisng mils on fine pitch millimter pitch components, results in problems when 
copiing traces, they won't snap if you don't hit dead on!
You can create a symbol in inches/mil and convert it to mm. Use a limit number 
of decimals  insymbols like 2 or maybe 3 and make sure pins with an equal pitch 
has equal pitch in mm after you have converted!
