I guess if I ever got this <#$@!!> XML parser working, things could be 
reswizzled to produce a pre-16 tech file.  Newer features would have to be 
filtered, physical/spacing rules would have to be handled, the new rules sets 
would have to be translated back into the old-style constraint sets, the 
rule-rule assignment tables would have to be regenerated, etc., etc., etc.  
Quite a project.

Right.  Durn near impossible.  :)
