No takers on this, huh? If you mean what I think you mean, it's pretty
specialised.
Just a couple of ideas:
Define the 'Non-standard drill' padstacks as "Other". Then at least the drill
chart will show it and the holes will be in a separate drill file.
For the actual physical placement you could have one pad/pin inside another.
You can still route to the inside pin. Your netlist check and DRC will reject
it (will see shorts) but I can't see another way around it.
You will need careful documentation to show what you want done with the "Other"
drills.
