You also might try moving the shape off the board -this should show you if
there is another one -

Hi Garret,
I have just struggled through this and what you may have are two
boundary shapes on one layer. One is filled and the
other one is not. To fix it, turn everything off except for the Boundary
on your ground layer. Do Edit>Delete and make sure
that Shapes are selected in the Find Filter and delete the boundary
outlines. Make sure there are no other outlines on the Ground
layer. Regenerate the ground plane and that should fix it.
