checks that should become ibischk caution messages:
1) 4.2.3 {LEVEL 1} [Model] Vinl and Vinh enclose Vmeas
2) 4.3.2 {LEVEL 1} I-V tables have correct typ/min/max order
3) 3.2.4 {OPTIONAL} [Pin] RLC complete
