[ibis-macro] Watch out for DST changes

The IBIS Quality meeting was canceled today due to quorum failure. My
apologies for not remembering that since the U.S. DST schedule change a few
years ago, we change before other countries that have DST change, and there
is a short period in the spring during which U.S.-based meetings take place
"early".
When Europe and others change to DST we will be back to our original
schedules.
Put another way, this email is being sent at about 12:25 pm U.S. ET. The
ibis-atm meeting is in 2 hours and 35 minutes.
