Not quite.

Distros that are not debian based and/or do not install GNOME or GNOME
apps don't use gconf-2, or gvfsd.

And, on GNOME or KDE based (deb) distros, one CAN remove gconf-2 and
their system will still run, because while gconf can be used to control
parameters to gnome based applications (GTK) it is not essential and the
apps and the system can still run without gconf.  It's just a way of
putting configurations eggs all in one basket for "easy" administration.

On Windows, if you remove the registry your hosed.  Period.

I don't think it's any coincidence that Microsoft achieved dominance in the 
American market during the same period that bottled water became omnipresent. 
In both instances, clever marketing convinced the general public that something 
that was clean, safe and free was inferior to a product encased in plastic.
