I'm guessing that parking in front of the dumpster is technically
considered blocking a driveway. In this case, would someone call 911
and report it? Be sure to mention that the car is on Hilliard St. and
has been there for a week.

Seriously?? If they don't respond ASAP, tow that car. We need that trash
