Hi Robert, Keith here in Amherst, NY You are hearing WA4SZE in TN. His idea for a beacon is a simulation of an old-style runway marker. It's explained on his website along with a YouTube video or a fly-around. The legality is questionable as it uses two transmitters on the same band & location. He also runs one on 30 Meters around 10.126.
