He might care to enable him to store something compact in his double
spend database.  He need only store the date, recipient, and random
field.  (The counter is redundant because it starts at 0 until it
finds 1st collision, so adds no value).  Without a separator the
recipient couldn't figure out where the random field ends and the
counter begings; and he can't do it by length because peopple can
choose different random lengths appropriate to their application.
