I've seen that only on a few pages with their uplink to "contents.

Actually it's on a block basis: untranslated blocks show up in English.

I won't spend the time calculating the percentages. From the looks of 
it from the "Documents" page of the translation site, the mentioned 
languages (fr,de,ru,es) are the only ones in a finished enough state.
