I can usually initialize an existing partition as BFS with DriveSetup.
You just select the partition in question, and usually the "Initialize
as BFS" option (or whatever it's called) becomes available in the
menu.
However, I have seen this fail on some occasions, but I don't know
offhand when that was, or what was causing it.
