As the Zoom feature can have more than two states, I could imagine
that on first click, Web+ would check if there are horizontal or
vertical scrollbars that could be avoided by resizing the window
accordingly (within the constraints of the screen borders), and do so.
On second click (or if there isn't an avoidable scrollbar) you go
full-screen.
