Yes, the page is public and we are happy to help anyone who want to work on the
ideas.
The students can join this mailing list or the IRC channel if they need/want to
discuss the ideas in more details. The idea list gives only a short
description, but discussing on the mailing list can help getting a more
detailed overview, pointers to relevant parts of the code, etc.
We could also do multiple groups working on different projects, if you think
that members of your
team would have the bandwidth to do so.
Yes, this is not uncommon in the Google Summer of Code and I think it could
work in a similar way here.
