I tried Urias' suggestion but it didn't build the image.

You need to include the Optional Package(s).

You'll require a UserBuildConfig in build/jam folder.

Save UserBuildConfig.sample as it and go through the settings.

If not present, add in or uncomment:
AddOptionalHaikuImagePackages CVS Development Perl ;

Here is a list of Optional Packages available.
http://dev.haiku-os.org/browser/haiku/trunk/build/jam/OptionalPackages

When you build the image, the programs will be downloaded with wget & unzipped
to the image.
