The API reference is most likely to be used with Web+ and NetSurf on Haiku 
(Netsurf because it's the only browser compatible with BeHappy). It may be 
browsed from Linux by the Haiku developers. I think it's unlikely that you 
need it in Windows and IE, even less an older version of IE, now that IE9 is 
out and supports it.
