I don't do balloons, but some of you do and maybe you can point me at a crash course / UBER faq so I can help some visitors come up to speed on local/state rules. I'll meet them this week, all I know so far is that they're looking at launching something like this:

It's very possible that they know more about this than I ever will, but I do know that they are visitors and aren't familiar with local/PA regs.
