Nope, we have a pallet jack, but that's not what I was describing. This
thing is a moble metal frame, the size of a
wooden freight pallet. A pallet sits on top of this frame, and we have a
pc. of heavy cardboard on top of that, and it
acts as a permanent mobile worktable of sorts. Heavy frame, on 4 heavy
casters, large. The whole thing locks in place
pretty solidly using 2 of these devices on the bottom, in between casters
in the middle of the frame, 1 on each side.
I found out what they're called with some googleage. Floor locks. Check

They might look a little different than that, I'll see if I can find my
camera and take some pics of it this week. It locks so
solid that you only move it if you happen to hit it with a forklift, or
disengage them. It won't move at all under normal human
pushing, it's simple too. You just push a foot pedal down, and it locks to
the floor. Nothing moves at all. Genius, and I've never
seen them any other place I've worked.
Apparently they are called "truck floor locks" or something to that effect.
They work really well, and apparently are cheap.
I bet they make super heavy duty ones too beyond what we have.
Take a look at that and see if you've seen them before.

We have a pallet cart frame at work that is on heavy casters, but locks

Long story short, at one point in time I sold my house without a plan
as to where to move into. I had a friend who had a warehouse bay, so
I packed everything onto pallets, wrapped them in huge quantities of
industrial saran wrap, and stored them in the warehouse. Got to be
very familiar with that pallet jack.
P.S.
Standing in a warehouse looking at a 10-15 pallets that hold your
entire household worth of stuff is an interesting experience...
