Right, so that is a different permission than software so you should be able to install printers regardless of the ability to install software, as long as the users have the right to install printer drivers, which is in security policy. Typically installing printers is a different operation. If the printer is a new device, that requires driver installs, that is a different and specific user right (load and uninstall device drivers) from installing user software.
