He's talking about changing the filter level for the pop-up blocker. I
would think you could, but I don't know for certain. However, I will say
this. If you're explicitly allowing pop-ups from certain sites, why do
you want to change the filter setting to low? That will allow pop-ups
from any secure site. Are you sure you want that?

 

Keep in mind you can also disable Pop-Up blocker for specific IE
security zones and then manage the URLs for each zone. In my opinion,
that would be a little easier to manage than having to maintain a list
specifically for pop-up blocker exceptions. Just my preference though.

Security, as in permissions? GP permissions/security can be modified in
the Delegation tab, click "Add", add (or remove) a security group, and
make sure "Read" and "Apply Group Policy" is checked under the 'Allow'
column (or under the 'Deny' column if you explicitly want to make sure a
user/group does NOT get the GP applied to them).

I can add the sites to the pop up allow lists but what about the
security filter settings?

I am looking for the filter level list. 

I need to change them to low.  How would I be able to do that?
