I think he's talking about the security level you can set on Popup filters.
Interestingly, I did a search of the ADM spreadsheet and did not find any
settings that support controlling this level. You can control this using GP
Preferences' IE 7 policies-not sure if that is an option for you.

Security, as in permissions? GP permissions/security can be modified in the
Delegation tab, click "Add", add (or remove) a security group, and make sure
"Read" and "Apply Group Policy" is checked under the 'Allow' column (or under
the 'Deny' column if you explicitly want to make sure a user/group does NOT get
the GP applied to them).

I can add the sites to the pop up allow lists but what about the security
filter settings?
I am looking for the filter level list.
I need to change them to low. How would I be able to do that?
