The first commandment given to the Israelites in the Wilderness was
"This month for you is the beginning of months" (Exodus 12:2). Each
month was publically declared after two witnesses testified to seeing
the new moon to the Sanhedrin in Jerusalem.
With the destruction of the Temple and loss of the Sanhedrin, Hillel
II's masterful intercalary calendar has been used by Jews without change
for 1700 years.
But because a true repeating lunar-solar cycle occurs only once every
689,272 years, and that an absolute reconciliation of the lunar calendar
with the solar year is an impossibility, unavoidable discrepancies
in the calendar are now starting to be noticed.
This society is practicing for the restoration of the Sanhedrin and the
Third Temple, when the months will once again be declared by direct
visual observation.
