That's only true if you carry a copy of the tax exempt letter with you at
the time you make your purchase (or the company you are buying stuff from
maintains a copy on file).  Our Scout Troop is tax exempt, but it's a real
pain to make sure everyone making purchases has an up to date copy of the
tax letter, AND remembers to take it with them.
