Tim, My vote is with your opinion. If nothing special is configured when the controller is in manual and the measurement drifts away from setpoint, the setpoint will not follow. On return to Auto, the Integral action (no PBAND action) will drive the output to bring the meausrement back to setpoint. Obviously there are ways to configre different action, but this is the default.
