I use PSPad but there are plenty of other alternatives out there. Editing HLBL with a color coded editor will minimize the type of errors that sometimes can be very hard to troubleshoot. I remember a coworker of mine trying to figure out why a sequence block wasn't working correctly. He used Wordpad exclusively to edit his HLBL code. I opened up his source in PSPad and lo and behold, almost his entire source was color coded as a comment. He had left out a leading curly bracket for a comment near the bottom of his source and that wasn't where he was looking to find the problem. His code compiled fine but the actual sequence was significantly neutered.
