There are ways. The one that I use involves using the UNIX alarm signal. It works fine, but is a bit more sophisticated that I felt like writing about today. My point was to provide a warning about a behavior that is not obvious and could be harmful. Our Aspen CIM-IO collector does not hang when FoxAPI is not there, but rather complains loudly in its log file.
