users not receiving e-mails

Hi,
I have a problem, all users can't receive
e-mails but they can send, i've tested my pop3 connector
between my server and my isp and it's working fine. when i
open outlook express on my server and go to my
inbox(administrator), i can see all their e-mails, i
suspect the problem lies between my exchange server and
users mailboxes. i'm using outlook express and my users are
using microsoft outlook. It seems pop3 is pointing all the
incoming mails to administrator mailbox, not to recipients.
Can somebody please come to my rescue.
