16GB limit applies to the two stores separately for a total of 32GB.
With all the Exchange 2003 sp2 webcasts coming out it should be very soon.

I have exchange 2003 standard and want to know 16 GB limit includes both
mail box and public folder. I read in some article that 16 GB limit is
applicable for each store separately (ie total would be 32 GB).
Finally, when Exchange 2003 SP2 will be available ?
