restricting users from sending internet email tutorial doesn't work on 2003

Has anyone tried this tutorial for restricting users from sending internet
mail on Exchange 2003?

It is pretty straightforward but simply does not seem to work. I have an
Exchange 2003 domain with Outlook clients. I need to prevent several users
from sending and receiving internet email. This was easy back in 5.5.
