pop3 issue

I really need help with this pop3 connector for exchange server 2003.
Right now, I have setup the vpn for the Sales Reps to connect to the
office, unfortunately they can only get e-mails from which they are
connect to the exchange server. How do I setup the exchange server to pop
and send directly to the client laptops. I am confuse with the whole
thing. I thought after you setup the VPN the users can updat,send, and
recieve new e-mails. Please help!!!
