You will have to use third party disclaimer softwarte because it is not
there in exchange 2000.

Policy Patrol for exchange
and there are many more.

does anybody know what's the easiest way to implement a default disclaimer
attached to outgoing mail ? As far as I know this is not a feature of
exchange 2000.
