Usually it means that an email that has been sent has not been delivered to the 
recipients address.  This can be because the recipient's server is either down 
and not contactable or some other networking reason.
 
If all other email is being delivered and it only occurs on one particular 
email address then generally there is something wrong at the receiving site.  
If it is occurring to all outgoing emails then something is wrong with your 
setup for outgoing mail.
