defrag return error event id 490 & 439

hi,
I am running exchange 2000 sp3 on windows server 2000 sp 4. i need to do
an offline defrag my db. i am trying to set the temp dir to a network
drive that has more than enough room for the defrag to write to. however
after i run the following command:
exchsrvr\bin\eseutil /d "d:/program files/exchsrvr\mdbdata\priv1.edb file"
/t F:\tempdfg.edb
i get: Operation terminated with error -1032 (jet_errFileAccessDenied,
Cannot access file, the file is locked or in use) after 11.609 seconds.
Also, event ID's 490 and 439 appear in the event log. Can anyone please
give some insight as to a possible to solution?
