carbon copy addressing does not work

I have a WindowsNT4 SBS server running Exchange 5.5 SP4. All is fine except
that the Exchange server does not route the message to addressees on the cc
column in MS Outlook 97 as well as 2000. Internal routing works fine but the
mail does not go out to external addresses on the cc address field. The
addressees on the 'To' field receive the mail fine. Thanks, Alfred
